During the last turn of each Executive term, the Executive will give a State of the Nomic address to the Public Forum. The State of the Nomic address should include the following things:
*Important events that occurred during the term
*Commentary on these events
*Hopes or visions of the near and far future of Nomicron
It is not necessary for the Executive to include all of these things, nor should the Executive feel limited to just these things.
Every State of the Nomic address will be archived for historical reference and be numbered starting with SN-001. For the sake of preventing duplicity, quotes cannot be taken from the State of the Nomic address for NOHOQ. This rule take precendence over rules defining legal NOHOQ quotes.

There shall exist as a game entity the Nomicow. The Nomicow roams the Mappa moving three squares at the beginnig of each turn. The direction Nomicow moves is determined randomly. If the Nomicow reaches the edge of the Mappa it will continue its movement from the opposite edge.
If a player wins Free Parking while the Nomicow is on a square they possess then that player shall win double the amount in Free Parking. However, if the player possesses the Atomic Bomb during this event, the player will lose double the amount in Free Parking. The lost points shall go into Free parking.
The inital position of the Nomicow shall be determined by the Administrator.
