Amend the following rule:

222. Winner by Inconsistency
If a player believes that the rules are such that further play is impossible, or that the legality of a move cannot be determined with finality, or that a move appears equally legal and illegal, then the player may submit a Request for Judgment to that effect. If the resulting judgment is TRUE, then the player who invoked judgment shall be declared the winner of that game. This rule takes precedence over every other rule determining the winner of the game.

Unless otherwise dictated by the rules, all aspects of nomicron game play shall be considered open information. When requested, and where technically possible, any requests for information shall be made freely available to the players.

Game play shall be defined as actions taken by players or game entities that are defined in the ruleset, and shall not include a player's thoughts or motivation, only their explicit actions.

Any active player may participate in a Filibuster against a proposal by sending a Filibuster Message to the Public Forum.

A Filibuster Message contains at least 30 unique words and must not be identical to any previous Filibuster Message. A Filibuster Message contains the word "filibuster", immediately followed by the proposal number that it is in reference to. The word "filibuster" and the proposal number do not count as unique words, nor when determining whether one Filibuster Message is identical to another.

Starting with the third Full Day (00:00:00 CST to 23:59:59 CST) that a proposal is being considered, if a Full Day goes by without a Filibuster Message being sent for the proposal, any Filibuster against it is ended and it can no longer be filibustered.

Active players may vote for cloture on a proposal by sending a Cloture Vote to the Public Forum. A Cloture Vote contains the word "cloture", immediately followed by the proposal number that the Cloture Vote is for.

If two-thirds of active players, or a majority of active players that includes the Executive, vote for cloture on a proposal before the voting deadline, any Filibuster against the proposal is ended and it can no longer be filibustered.

If a Filibuster is ended by Cloture, a player will be fined 10 points for each Filibuster Message that they sent for the proposal. If a player does not have sufficient points to cover the fine, they cannot send another Filibuster Message until the fine has been paid in full. All fines are paid to Free Parking.

If a Filibuster against a proposal continues through the voting deadline, the proposal is considered to be not proposed in the proper way and cannot be voted on. Any votes already cast for it will be discarded without being revealed.

This rule takes precedence over all others in regards to what constitutes a properly proposed proposal.

All players begin with 0 points. Points may not be gained, lost, or traded except as explicitly stated in the rules.

Points may be transfered or traded between Players by saying so on the Mailing List (a Public Forum). No transfer can take place outside this particular Public Forum. That is, all transfers must be public

A Player giving one or more points shall be called the Donor. A Player receiving one or more points shall be called the Receiver.

The Donor must announce on the Public Forum his intention to transfer Points by saying: "I transfer X Points to Y." where X is the amount of Points transfered and Y the name of the Receiver.

The Receiver must announce soon enough to the Public Forum his intention of accepting the Points by saying: "I accept A Points from B." where A is the amount of Points transferred and B the name of the Donor. If the Receiver does not notify the Public Forum soon enough of his intention to accept the Points, the transfer is cancelled. For the sole purpose of this rule, "soon enough" means "under 72 hours".

Players can only transfer or receive a positive amount of points (1 or more).

Only Players can be Donors or Receivers.
