455. Referendum Limits
Rules may define referendums that shall be decided by the Voters. Players may only submit referendums when there is a rule defining the type of referendum. Referendums shall be voted on and passed or failed in the same manner as proposals.

A player may only submit a maximum of two Referendums each turn.

Amend the following rule:

487. Join The Axis (Of Evil)
A player who fails to pass the Atomic Bomb and as a result causes it to explode are branded an "Evildoer." If the player was an Atomic Scientist up to the point that the bomb exploded, they are also branded a "Traitor" and have their point total reduced to zero. When a player is labeled an Evildoer or a Traitor, they lose any spaces they may have claimed in The Mappa.

An Atomic Scientist may not be an Evildoer or a Traitor.

This rule takes precedence over all others in regards to points lost due to Atomic Bomb explosions and the definitions of Evildoer, Traitor, and Atomic Scientist.

During turn 20030413 every player has one opportunity to exchange their current Mappa spaces for new Mappa spaces anywhere on the board. The player's new Mappa spaces must take on the same configuration that they were in at the beginning of turn 20030413. A player may only exchange their Mappa spaces for ones that are unoccupied.

To exchange their Mappa spaces, a player must place an order with the Officer of the Mappa in the Public Forum and list the new spaces they are to occupy. The Officer of the Mappa will mark the new spaces as owned by the player and mark the player's old spaces as unoccupied. Orders will be fulfilled by the Officer of the Mappa in the order they are received.

No Mappa spaces can be exchanged once turn 20030413 concludes.

A player may create a Political Party by stating to the Public Forum the name of the new party and the platforms it represents. After the Party is created, 75 points are deducted from that player's score. A player may not create a Party if he or she does not have 75 points.

A player may become a member of a Political Party by stating his or her intentions to the Public Forum. A player may leave a Political Party by stating his or her intentions to the Public Forum.

The player who created the Party is known as the Party Leader. If the Party Leader leaves the Party, e may specify a new Party Leader.

Amend the following rule:

484. The Mappa II
There exists in Nomicron the Mappa. The Mappa is a 26 by 26 square grid that represents the territory that each player owns in Nomicron. Each square is represented by its position on the grid, with the letters A-Z on the x-axis and the numbers 1-26 on the y-axis.

Immediately after the Mappa is created, each active player may claim one and only one initial space for free by notifying the Public Forum of the square they wish to have. When a player?s proposal passes, that player may claim a space that is adjacent to a space they already own by notifying the Public Forum. Diagonal spaces do not count.

A player must have at least 25 points to claim ownership of another player's space. Claiming someone else's space is known as "space theft". The player perpetrating the "space theft" must be penalized 25 points. 15 points going to Free Parking and 10 points going to the victim of the "space theft" as compensation.

When a player takes ownership of a space he/she also takes ownership of everything that inhabits that space.

The Administrator will appoint an Officer of the Mappa to keep track of the Mappa and maintain a website that displays the current Mappa.

When a player joins Nomicron, they may take ownership of one unclaimed space on the Mappa. In the event that all spaces have been claimed, the player may choose a previously claimed space from any player without the aforementioned 25 point penalty.

When a player is deemed inactive or retires, all of that player's spaces on the Mappa are marked as 'unowned'. Spaces are not removed when a player goes on Nomic Break.

Points may be transfered or traded between Players by saying so on the Mailing List (a Public Forum). No transfer can take place outside this particular Public Forum.

A Player giving one or more points shall be called the Donor. A Player receiving one or more points shall be called the Receiver.

Players can only transfer or receive a positive and non-zero amount of Points. The maximum amount of Points a Donor can transfer in one time is 20.

The Donor must announce on the Public Forum his intention to transfer Points by saying: "I transfer X Points to Y." where X is the amount of Points transfered and Y the name of the Receiver. The Receiver can refuse the transfer by saying so on the Public Forum before 72 hours after the transfer took place. When the 72 hours delay expires, the transfer becomes official and shall be accounted by the Administrator of Officer.

A Supreme Court shall be established to hear appeals on Judgments. A judgment rendered by the Supreme Court shall override any other judgment on the Case. The Supreme Court's decisions may not be overturned except by the Supreme Court.

The Supreme Court shall be comprised of 3 Justices, who must be active players. If a Justice becomes inactive, their seat on the Supreme Court is considered open. If there is an open position on the Court, the Executive may nominate a Justice by submitting the nomination as a Referendum. The Executive may submit a nomination Referendum in anticipation of a vacancy for consideration on the turn prior to the vacancy. If the Referendum passes, the Justice shall serve on the Court for 6 Turns. If the Executive fails to submit a Referendum to fill a vacancy within 2 turns after the seat becomes vacant, the Administrator shall select a Justice using the Judge selection process defined in the rules.

Any active player may request an Appeal on any Case where judgment has been rendered, except that the same player may not request an Appeal on a specific Case more than once. Each Justice on the Supreme Court shall rule on the Appeal within one week. If any seats on the court are vacant when the Appeal is made, temporary Justices shall be chosen to rule on the appeal using the regular Judge selection process defined in the rules. The Judgment of the Court shall be the majority ruling of the Justices on the Appeal.

The restrictions for who is allowed to rule on a Case do not apply to Supreme Court Justices, except that a Justice may not rule on Requests for Judgment they submitted. In this case, or if a Justice wants to recuse themself from the Case, a temporary Justice shall be chosen using the Judge selection process defined in the rules. In order to recuse themself from a Case, the Justice must notify the Administrator within 48 hours of notification of the Appeal request.

The Justices for a single Case are the Justices in place when the Case is first considered, which may include temporary Justices as defined above. If the term of a Justice ends during the one week allowed for Judgment to be rendered, that Justice shall still rule on the Case.

If a Justice fails to deliver a ruling on a Case during the allowed timeframe and a majority ruling on the Case has not yet been established, a temporary Justice shall be chosen using the Judge selection process defined in the rules. The temporary Justice will have 2 days to render Judgment on the Case, or a new temporary Justice will be chosen.

For each ruling, each Justice (or temporary Justice if applicable) shall receive the same compensation as a Judge as defined by the rules.

This rule shall only be in effect when Nomicron has 7 or more active players. This rule takes precedence over rules related to Judgments.

A player who has possession of the Atomic Bomb may choose to disarm the bomb, rather than passing it or allowing it to explode, by stating their intent to the public e-mail forum within the turn they possess the bomb. Disarming the Atomic Bomb moves the Doomsday Clock one minute away from midnight.

The cost for this peaceful endeavor will be for the player who disarms the bomb to lose three points. However, for their vigilance in maintaining a peaceful nomic nation, a player who disarms the bomb is granted a free mappa space at the start of the next turn.

The fifth time a player disarms the Atomic Bomb, that player earns the title of Peacekeeper.

If a Peacekeeper ever has the Atomic Bomb explode in their possession or if they pass the bomb to another player rather than disarming it, they lose the title of Peacekeeper and have their disarmament count reset to zero. That is, they must disarm the Atomic Bomb another five times before regaining the title of Peacekeeper.

During the duration that a player holds the title of Peacekeeper, they may freely disarm the Atomic Bomb without losing any points and will continue to receive a free Mappa space for each disarmament.
