Amend the following rule:

214. Rendering Judgment
After the Administrator has published the statement to be judged and the identity of the Judge, the Judge has one week in which to deliver a legal judgment. A Judge who fails to deliver a judgment within this time is penalized 10 points and a new Judge is selected. A judgment is delivered by submitting that judgment to the Administrator, whose duty it is to then publish that judgment as soon as possible.

After the Administrator has published the statement to be judged and the identity of the Judge, the named Judge has the option to recuse themself from serving as a Judge. In this case, the Administrator must select another Judge, in accordance with the Rules. In order to recuse themself from serving as a Judge, the named Judge must notify the Administrator within 48 hours of notification of the statement to be judged.

If those two days are passed without word from the named Judge, they are considered to have taken the case. A Judge who fails to deliver a Judgment within the seven days following the notification of the statement to be Judged is penalized 25 Points and a new Judge is selected in accordance with the Rules.

A Judgment is delivered by submitting that Judgment to the Administrator, whose duty it is to then publish that Judgment as soon as possible.

In Nomicron, there are factions waiting to be heard. Factions may be created by using referendums and a "for" vote only. Votes required for the faction to be created will be either "5" or 1/5th the total number of active players, whichever is the greater number. In addition, Factions voted in must have within a week of creation and at a minimum, player membership equal to the minimum number of votes required for original passage of the referendum for that faction.

A player may declare his association with a legal faction and will have the faction he is associated with assigned to his name on the players page. This will be displayed under the "free parking" portion of the player's stats.

This rule superceeds all other rules pertaining to Factions.

There shall exist a Nomicron Hall of Nefarious Deeds (NHoND). A web page associated with the nomicron.org site shall be established to house the NHoND.

Players may submit, via referendum, an act related to Nomicron that they believe deserves to be memorialized in the NHoND. The referendum must be specific as to the nature of the act and the perpetrator(s). The referendum may be as specific or vague concerning the victim(s), the intention, the results, the moral turpitude (and anything else) as the submitter feels is appropriate.

A specific act may only be mentioned in one such referendum. Further referenda seeking to induct the same act will be discarded by the Administrator.

If the referendum is approved, the player submitting the referendum shall receive one point and the eternal gratitude of the players (no cash value). The player or players named as perpetrators of the act shall each be fined one point. The points do not go to Free Parking. The referendum text, annotated or edited as the Administrator deems appropriate, shall then be added to the NHoND.

If the referendum is defeated, the player submitting the referendum is fined two points. The points do not go to Free Parking. Each player named as a perpetrator shall receive one point. No reference to the referendum or the vote outcome shall be added to the NHoND.

Following the vote, the act in question shall be considered sufficiently dealt with and laid to rest, and common custom shall be to never, ever mention it again.

There exists the office of Ambassador.

Each Ambassador (known as the Ambassador to XXXX, where XXXX is the name of another Nomic) is in charge of maintaining contact with one other Nomic and facilitating diplomatic relations, open communication, and trade with that other Nomic. To be eligible for the office of Ambassador, a player must be a member of another Nomic and be able to prove their membership if prompted. If a player meets this requirement and there is no Ambassador to the Nomic they wish to be Ambassador to, that player may announce their desire to run for the office of Ambassador to that Nomic. Until the next turn begins, other players may also state their candidacy. An election will be held during the next turn.

Each turn, each Ambassador must give a report of their activities as Ambassador on a public forum before the Friday of that turn. Other players may rate the performance of the Ambassador on their ballot, on a scale of 1-10. The Ambassador is then paid the average of these ratings plus 10 points as eir salary. If no players rate the Ambassador's performance, e recieves 10 points as eir salary for that nweek.

There exists the office of Head Ambassador.

If an online multi-Nomic organization, board, council, game, or coalition exists, and Nomicron is aware of it and eligible to participate in it, but not currently participating in it, an election will be held for the office of Head Ambasador. This election will be held via the same method as the election for the Executive. The Head Ambassador's role is to represent Nomicron to any of these groups, promoting Nomicron's agenda and stance when possible. Each turn, the Head Ambassador, if one exists, must submit a report of their actions as Head Ambassador over a public forum before the Friday of that turn. Each turn the Head Ambassador submits a report, they will be paid 20 points at the end of the turn.

If a player believes that an Ambassador or the Head Ambassador is not performing their duties, that player may call for a Vote of No Confidence, to be held immediately, lasting one week, during which time players may publicly state whether or not they feel that the Ambassador is performing their duties. If a majority of players feel that the Ambassador is not performing their duties, that Ambassador is relieved of their office.

An Initiative makes a change to the game data of Nomicron. An Initiative cannot change rules, the state of rules, nor perform any action that would alter the rules in any way.

Voters may submit one Initiative per turn as a Referendum. An Initiative requires a 2/3 majority in order to pass. If the Referendum passes, the changes specified by the Initiative take place, and the sponsor shall receive 1 point for each vote in support of the Referendum.

506. The Bigger They Are, The Harder They Fall
There exists in Nomicron the Mappa. The Mappa is a 26 by 26 square grid that represents the territory that each player owns in Nomicron. Each square is represented by its position on the grid, with the letters A-Z on the x-axis and the numbers 1-26 on the y-axis.

Immediately after the Mappa is created, each active player may claim one and only one initial space for free by notifying the Public Forum of the square they wish to have. When a player?s proposal passes, that player may claim a space that is adjacent to a space they already own by notifying the Public Forum. Diagonal spaces do not count.

A player must have at least 25 points to claim ownership of another player's space. Claiming someone else's space is known as "space theft". The player perpetrating the "space theft" must be penalized 25 points, plus 5 points for each point of Elevation of the Tower on that space (if any). 15 points of this penalty go to Free Parking, with the balance going to the victim of the "space theft" as compensation.

When a player takes ownership of a space he/she also takes ownership of everything that inhabits that space.

The Administrator will appoint an Officer of the Mappa to keep track of the Mappa and maintain a website that displays the current Mappa.

When a player joins Nomicron, they may take ownership of one unclaimed space on the Mappa. In the event that all spaces have been claimed, the player may choose a previously claimed space from any player without the aforementioned 25 point penalty.

When a player is deemed inactive or retires, all of that player's spaces on the Mappa are marked as 'unowned'. Spaces are not removed when a player goes on Nomic Break.

A Vote of Censure serves only to denounce activities that the collective moral compass of Nomicron deems reprehensible.

A Vote of Censure has no power to change the ruleset, alter points, nor any other aspect of the game.

Players may submit one Vote of Censure per turn as a Referendum by selecting the player who is being censured and detailing the actions that led to the Vote of Censure.

A 2/3 majority of voters must vote for this type of referendum in order for it to pass.

If the Referendum passes, the Vote of Censure shall be considered official, and the censured player and reason for the censure are displayed in the public archives for the remaining existence of Nomicron.

A Vote of Censure can not be removed from the public archives.

If the Referendum fails, the player who proposed the Vote of Censure will lose one point for every vote against the referendum. No points shall ever be awarded to a player for passing a Vote of Censure.

A player may be removed from the game by the act of Impeachment.

The Executive can create an impeachment referendum. This referendum can be aimed at any active player, excluding the Administrator and the Executive. There is no limit to the number of players the Executive may impeach per turn. The Executive may impeach a player only once during each term of office.

If the referendum receives a 2/3 majority vote, the player officially earns the status of "Impeached" and immediately becomes inactive.
