Certain Players exemplify the outstanding characteristics of greatness in Nomicron play.

A Player will have a way of showing support and respect to fellow players by way of referendum.

This referendum will be a "Koodles to You" type of referendum and will state the player or players that deserve this well earned proposal, the action that deserved this recognition and the time span this action occured during.

There will be a history of these outstanding events archived and available from the Nomicron Home page. This way, all actions that deserved a "Koodles To You!" will be available to future generations of Nomicron players.

A rule may be found to contain errors in grammar, syntax, or usage of words.

A player may submit a Language Correction against the body (not the title) of any rule as a Referendum. A Language Correction may make multiple changes to a single rule. A player may only submit one Language Correction per turn. A player may not submit corrections against rules they have proposed or amended.

Language Corrections are not amendments; a Language Correction may not change the effects or implementation of the rule in any way. The Language Correction will not be passed if the author of the rule affected or, if the rule has previously been amended, the authors of any amendment votes against the Language Correction. This "veto power" ensures that the meaning and intent of the rule are not altered.

If the Language Correction Referendum passes, the player submitting it receives three points, and the Language Correction takes effect.

Amend the following rule:

505. This Party's Over
A player may create a Political Party by stating to the Public Forum the name of the new party and the platforms it represents. After the Party is created, 75 points are deducted from that player's score. A player may not create a Party if he or she does not have 75 points.

A player may become a member of a Political Party by stating his or her intentions to the Public Forum. A player may leave a Political Party by stating his or her intentions to the Public Forum.

The player who created the Party is known as the Party Leader. If the Party Leader leaves the Party, e may specify a new Party Leader.

A Player may create a Political Party if they have 75 Points and state to the Public Forum the name of the new party and the platform it represents. After such a statement, 75 Points are deducted from the creating Player's score, 25 Points of which are transferred to Free Parking and 50 Points of which are transferred to the Party Funds of the Political Party.

The player who created the Political Party is known as the Party Leader. The Party Leader controls the disposition of the Party Funds and is responsible to answer inquiries as to the current text of the Party Platform and the current roster of Party Members. If the Party Leader should decide to leave the Political Party, they may specify a new Party Leader or disband the Political Party.

A player may become a member of a Political Party by stating his or her intentions to the Public Forum. A player may leave a Political Party by stating his or her intentions to the Public Forum. A player may not be a member of more than one Political Party.

Each Political Party has its own Party Forum, which only members of that Party will be a part of. Party Forums are not Public Forums. Party Forums are for banter, debate, and communication among the members of each Party.

A Party Forum may also be used to draft Statements. Statements are the collective opinion of the mebers of a Party. When a Statement is deemed complete by the Party, the Party leader may post the Statement on the Public Forum.

Political Parties may receive transfers of Points as specified in the Rules.

Party Funds are under the control of the Party Leader. While Party Funds cannot be Donated to Players, they may be allocated in support of the Party platform at the discretion of the Party Leader.

The Party Leader may allocate Party Funds to a "Vote Reward Pool" or VRP on any Proposal by announcement to the mailing list. In all other respects this VRP functions as described in the Rules.

The Party Leader may allocate 30 Points from the Party Funds for the right to submit a Proposal Sponsored by the Party. Any earnings or deductions that result from the passage or failure of this Party Sponsored Proposal will affect the Party Funds.

Repeal the following rule:

503. The Great Migration(Mappa Elbow Room)
During turn 20030413 every player has one opportunity to exchange their current Mappa spaces for new Mappa spaces anywhere on the board. The player's new Mappa spaces must take on the same configuration that they were in at the beginning of turn 20030413. A player may only exchange their Mappa spaces for ones that are unoccupied.

To exchange their Mappa spaces, a player must place an order with the Officer of the Mappa in the Public Forum and list the new spaces they are to occupy. The Officer of the Mappa will mark the new spaces as owned by the player and mark the player's old spaces as unoccupied. Orders will be fulfilled by the Officer of the Mappa in the order they are received.

No Mappa spaces can be exchanged once turn 20030413 concludes.

New players shall be assigned a Mentor from the list of active players to guide and advise them in their initial weeks of play. Mentors are responsible for introducing new players to the game of Nomicron, its customs, basic operations, as well as answering any questions the new player may have.

The chosen Mentor is the active player with the longest streak of inactivity who has not been a Mentor in the longest period of time.

No player may mentor themselves.

Within the first five weeks of the new player joining that player may, at their discretion, submit as a single referendum a statement describing the experience they have had with the Mentor.

The voters are to judge the Mentors performance by casting a FOR vote if they feel the Mentor did a superior job, an AGAINST vote if they feel the Mentor did a poor job, or ABSTAIN if the Mentor did an average job.

For each FOR vote the Mentor receives 1 point. For each ABSTAIN point the Mentor loses 1 point. For each AGAINST vote the Mentor loses 2 points.

There shall exist Power-Ups, a kind of Mappa entity of which different types may be created. A new Referendum type shall be created for Power-Up Types. To create a type of Power-Up, this referendum should clearly specify the following:

1) a brief Name for the type of Power-Up;
2) a single typographical character which will represent it on the Mappa;
3) the percentage chance of the Power-Up appearing on the Mappa on a given turn;
3) how many instances of this type of Power-Up will appear on the Mappa, if it appears;
4) a description of the bonus a player will receive when that player claims a Mappa space containing a Power-Up of this type.

Whether a type of Power-Up appears on the Mappa in a given turn is determined by generating a random number between 1 and 100 inclusive. If the number generated is below the number of the percentage chance specified for that Power-Up type, then the specified number of Power-Up instances will appear on the Mappa that turn. A separate number-generation is done in this way to determine the appearance that turn of each type of Power-Up in the game.

Every new Power-Up instance appears on a randomly-determined Mappa space which was previously unowned and empty of any Power-Ups.

When a Mappa space containing a Power-Up is claimed by a player, that player receives on the next turn all benefits specified for that type of Power-Up, and that instance of the Power-Up is removed from the space.

If the Nomicow crosses or lands on a space with a Power-Up, the Power-Up instance the Nomicow moved over is removed from the board, and the benefits it would bestow will go to the next player to win Free Parking. *All* Power-Up instances the Nomicow crosses in a given move are added in this way.

This rule takes precedence over all other rules concerning Power-Ups.
