There shall exist a Ministry of Information. The charter of the Ministry is to define and guide the information architecture of the Nomicron rule set. This includes structuring information components, identifying their relationships, and defining the principles and guidelines governing their design and evolution over time.
Election of Ministry officials shall happen via Nomicount. The three candidates with the highest number of vote points become the Ministers of Information. Ministry terms are indefinite; however, the Administrator may remove a Minister at any time for any reason. In the event of a removal, the Executive serves as an interim Minister until elections are complete. The subsequent election to replace the removed Minister(s) takes place the following turn. Ministry Officials may also resign at any time, finishing out their term until the end of the turn in which they announced their resignation.
Ministers of Information can collectively submit an additional proposal each turn that supports the Ministry of Information charter. Ministers of Information share any Points lost or gained from the adoption or rejection of the collective proposal. Any remaining fractions go to Free Parking.

Mutable
Every four turns, The Election For The Executive is held. The first Election took place during turn 20030126. The Election is a Referendum, with the exception that voting is conducted via a Nomicount. All active players are candidates for The Executive. In the event of a tie, the tied player with the most points wins the title of The Executive. If there is still a tie, a runoff election (also conducted via a Nomiount) between the tied candidates will be held the following turn to determine the winner. The newly elected Executive begins their term at the beginning of the turn following the Election (or runoff election). The Executive's term of office expires when a newly elected Executive begins their term.
The Executive may Veto any non-transmutation proposal that is voted on during their term. A vetoed proposal is adopted only if it receives a number of votes equal to or greater than 2/3 of the number of Voters for that turn. For each Veto invoked, 5 points are deducted from the excutive's total and added to Free Parking. If the proposal passes despite the Veto, an additional 5 points are deducted from the Executive's total and added to Free Parking. The Executive cannot Veto a proposal if they do not have sufficient points to cover any potential deductions.
This rule takes precedence over rules which set the required number of votes for proposals. This rule defers to rules which set the required number of votes for proposals which propose to transmute a rule.
